Baldwin (1924-2007), a World War II Seabees veteran who founded Baldwin Beauty Schools, led the Rotary Club of Austin-Oak Hill and mentored students at Joslin Elementary for nearly 30 years. In 2025-26, Baldwin enrolled 508 students, with 11.8% economically disadvantaged, 10.2% emergent bilingual and 18.1% receiving special education or Section 504 services, according to TEA enrollment data. Enrollment has fallen from 810 students in 2017-18, so class sizes and staffing may differ from what older reviews describe. GreatSchools and TEA measure different things. GreatSchools weighs test results against schools with similar student populations, while TEA’s rating, below, is the state’s official accountability measure.
Academic Performance: Texas Education Agency Accountability Rating
In TEA’s 2025-26 accountability ratings, released in August 2026, Baldwin Elementary earned an overall A with a score of 92. That is up 1 point from an A (91) in 2024-25. Baldwin has been an A campus in four of the last five rated years: it scored 96 in 2021-22, dipped to a B (89) in 2022-23, and returned to an A (93) in 2023-24.
- Overall TEA Rating (2025-26): A (92)
- Student Achievement: A, 93 out of 100 (based on STAAR performance)
- School Progress: B, 88 out of 100 (Academic Growth B/88, Relative Performance B/80)
- Closing the Gaps: B, 88 out of 100
- Prior Overall Ratings: A (96) in 2021-22, B (89) in 2022-23, A (93) in 2023-24, A (91) in 2024-25
- Austin ISD (2025-26): B (81) district-wide
Under TEA’s scale, an A reflects exemplary performance, B is recognized, C is acceptable, D needs improvement, and F is unacceptable. Baldwin’s A rests on Student Achievement, the share of students meeting STAAR standards, which has held at an A (93) for three straight years. School Progress improved from 86 to a B (88), with Academic Growth at 88 and Relative Performance, which compares results with schools serving similar shares of economically disadvantaged students, at 80. Closing the Gaps, which measures results for student groups, rose from 85 to a B (88). Baldwin earned distinction designations in 2021-22, including ELA/Reading, Mathematics and Comparative Closing the Gaps, and none in the years since. The campus is not identified for state improvement support.
