Negley Elementary opened in 2006 and is named for Laura Burleson Negley, a great-granddaughter of Edward Burleson and Lucy Kyle Burleson, the sister of Kyle founder Fergus Kyle. A suffrage advocate, Laura Negley became the first woman from Bexar County elected to the Texas Legislature in 1928, and she and her husband kept a home on Mountain City Ranch, the area now known as Plum Creek. In 2025-26, Negley enrolled 819 students, with 29.7% economically disadvantaged, one of the lower shares among Hays CISD elementary schools, 6.3% English learners, 26.6% receiving special education services and 7.3% identified as gifted and talented, according to TEA. Principal Melody Crowther returns for her twelfth year in 2026-27. GreatSchools and TEA measure different things. GreatSchools weighs test results against schools with similar student populations, while TEA’s rating, below, is the state’s official accountability measure.
Academic Performance: Texas Education Agency Accountability Rating
In TEA’s 2025-26 accountability ratings, released in August 2026, Negley Elementary earned an overall B with a score of 82. That is down 3 points from a B (85) in 2024-25 and continues a gradual decline from an A (91) in 2022-23. Negley also earned a B (87) in 2021-22 and a B (89) in 2023-24.
- Overall TEA Rating (2025-26): B (82)
- Student Achievement: C, 79 out of 100 (based on STAAR performance)
- School Progress: B, 86 out of 100 (Academic Growth B/86, Relative Performance D/63)
- Closing the Gaps: C, 71 out of 100
- Prior Overall Ratings: B (87) in 2021-22, A (91) in 2022-23, B (89) in 2023-24, B (85) in 2024-25
- Hays CISD (2025-26): B (81) district-wide
Under TEA’s scale, an A reflects exemplary performance, B is recognized, C is acceptable, D needs improvement, and F is unacceptable. Negley’s overall rating is carried by School Progress, which held at a B (86) in 2025-26 because Academic Growth, which measures how much students improved on STAAR from one year to the next, stayed at 86. Student Achievement, the share of students meeting STAAR standards, slipped from a B (80) to a C (79). Relative Performance, which compares results with schools serving similar shares of economically disadvantaged students, was a D (63), similar to 65 the year before. The largest change was in Closing the Gaps, which measures results for student groups and fell from a B (81) to a C (71); that drop accounts for most of the lower overall score. The campus has not earned distinction designations in these years and is not identified for state improvement support.
