GreatSchools and the Texas Education Agency measure different things, which is worth knowing before comparing schools. GreatSchools weighs test performance against schools serving similar student populations. The Texas Education Agency’s rating, below, is the state’s own official measurement and the one used for school accountability purposes.
Academic Performance: Texas Education Agency Accountability Rating
In TEA’s 2025-26 accountability ratings, updated in September 2026, Spring Hill Elementary earned an overall C with a score of 74. That is a clear turnaround from the last two years, when the campus received an F (51) for 2023-24 and a D (69) for 2024-25. Spring Hill earned a B (85) for 2022-23.
- Overall TEA Rating (2025-26): C (74)
- Student Achievement: D (60), based on STAAR performance
- School Progress: C (73), with Academic Growth at C (73) and Relative Performance at D (62)
- Closing the Gaps: C (75)
- Prior Overall Ratings: Not Rated in 2021-22 (score of 65, under Senate Bill 1365), B (85) in 2022-23, F (51) in 2023-24, D (69) in 2024-25
For 2025-26, TEA identified Spring Hill for targeted support and improvement, a federal designation that flags a campus where one or more student groups are behind. That is a step up from 2023-24 and 2024-25, when the campus was identified for comprehensive support, the more serious designation, and Spring Hill has a Targeted Improvement Plan posted on its website. Some context helps when reading these scores. About 80% of Spring Hill students are economically disadvantaged and about 61% are in bilingual or ESL programs, both well above the Pflugerville ISD averages. Growth drove this year’s improvement. Spring Hill’s rating comes from how much students improved during the year, not only from their test scores. Under TEA’s scale, an A rating reflects exemplary performance, B is recognized performance, C is acceptable, D needs improvement, and F is unacceptable.

Spring Hill Elementary Attendance Zone Map
The map above shows where the Spring Hill Elementary campus building sits. To confirm whether a specific home address is zoned to Spring Hill, use Pflugerville ISD’s official address lookup: Pflugerville ISD Find My School Map.
Spring Hill’s zone covers the southwest corner of Pflugerville, roughly between Wells Branch Parkway and Pecan Street, on both sides of Heatherwilde Boulevard. It takes in Sarah’s Creek and the newer Enclave at Sarah’s Creek, Wells Point and the Club at Wells Point, Spring Hill Village, Ballantyne, and the northern part of Settlers Ridge. Settlers Ridge is split between two schools. Sections 1 and 3 are zoned to Spring Hill, while Sections 2 and 4, to the south and east, are zoned to Timmerman Elementary. Windermere, just north of Pecan Street, is zoned to Windermere Elementary, so check the exact address rather than relying on the neighborhood name.
Pflugerville ISD is also redrawing elementary boundaries for the 2027-28 school year. Spring Hill is not one of the four elementary schools closing (Dessau, Parmer Lane, Pflugerville, and Windermere), but it is a receiving campus. Under draft Maps 5 and 7, presented in September 2026, about 11 Windermere students would move to Spring Hill, and it would become a bilingual receiving campus. Under Maps 8 and 9, about 13 Windermere students and about 84 Timmerman students would move to Spring Hill, bringing it to about 95% of its adjusted capacity. Spring Hill has 532 students in a building designed for 750. The rezoning task force advanced Maps 5 and 9 in September and is due to bring its final recommendation to the Board by November 2026. Before writing an offer on a specific address, confirm its assigned school directly with Pflugerville ISD.
