The student motto at River Oaks is "safe, respectful, and responsible," and parents on the school’s own site describe it as a small, close-knit campus where teachers know each child. GreatSchools and the Texas Education Agency measure different things, which is worth knowing before comparing schools. GreatSchools weighs test performance against schools serving similar student populations. The Texas Education Agency’s rating, below, is the state’s own official measurement and the one used for school accountability purposes.
Academic Performance: Texas Education Agency Accountability Rating
In TEA’s 2025-26 accountability ratings, updated in September 2026, River Oaks Elementary earned an overall C with a score of 74. That follows a C (76) in 2024-25 and a D (69) in 2023-24. The campus earned a B (89) in 2021-22, along with five TEA distinction designations that year.
- Overall TEA Rating (2025-26): C (74)
- Student Achievement: D (69), based on STAAR performance
- School Progress: C (75), with Academic Growth at C (75) and Relative Performance at C (74)
- Closing the Gaps: C (73)
- Prior Overall Ratings: B (89) in 2021-22, C (71) in 2022-23, D (69) in 2023-24, C (76) in 2024-25
For 2025-26, TEA also identified River Oaks for targeted support and improvement, a federal designation that flags a campus where one or more student groups are behind. Pflugerville ISD’s campus profile names Hispanic and Asian students as the groups with performance gaps. Some context helps when reading these scores. About 85% of River Oaks students are economically disadvantaged and about 60% are emergent bilingual learners, both well above the district averages of 56% and 39%. The district puts the campus growth score at 78, one point below the district median. Under TEA’s scale, an A rating reflects exemplary performance, B is recognized performance, C is acceptable, D needs improvement, and F is unacceptable.

River Oaks Elementary Attendance Zone Map
The map above shows where the River Oaks Elementary campus building sits. To confirm whether a specific home address is zoned to River Oaks, use Pflugerville ISD’s official address lookup: Pflugerville ISD Find My School Map.
River Oaks’ zone is the part of Pflugerville ISD that reaches into North Austin west of I-35, around Gracy Farms Lane and Scofield Farms Drive. It takes in Gracywoods, the Enclave at Gracywoods, Quail Hollow and the Quail Hollow Garden Homes, North Park Estates, the Village at Walnut Creek, River Oak Lake Estates, the Village at River Oaks, and Foxfield, a new-construction community next to Walnut Creek Metropolitan Park. This part of Austin is split between school districts. Eubank Acres and much of the area south and west of the zone are in Austin ISD, and Scofield Farms, just north of the school, is zoned to Parmer Lane Elementary, so check the exact address rather than relying on the zip code or neighborhood name.
Pflugerville ISD is also redrawing elementary boundaries for the 2027-28 school year. River Oaks is not one of the four elementary schools closing (Dessau, Parmer Lane, Pflugerville, and Windermere), but it is a receiving campus for Parmer Lane students. Under draft Plans 5 and 7, presented in September 2026, about 115 Parmer Lane students would move to River Oaks, along with about 69 bilingual-program students from Northwest Elementary, which has no dual language program. Plans 8 and 9 would send about 49 Parmer Lane students and about 141 Northwest bilingual students. River Oaks has room for this. It has 521 students in a building designed for 750. The rezoning task force is due to bring its final recommendation to the Board by November 2026. Before writing an offer on a specific address, confirm its assigned school directly with Pflugerville ISD.
