ShadowGlen Elementary serves the ShadowGlen master-planned community in Manor. The campus says it was built in 2015 and has partnered with New Tech Network since then, and it now describes itself as a full-implementation project-based learning campus. Chelsea Young was named principal in June 2024. The building has a capacity of 670 students. Enrollment fell from 639 in 2024-25 to 556 in 2025-26, according to TEA, and the campus was at about 84% of capacity (565 students) in March 2026, down from 97% in April 2025. In 2025-26, 62.4% of students were economically disadvantaged. In 2024-25, TEA reported 39.4% emergent bilingual students, 11.9% receiving special education services and 5.5% identified as gifted and talented, with a student body that was 63.2% Hispanic, 19.4% African American and 9.5% White, and 16.1 students per teacher. Bond 2026, on the November 3, 2026 ballot, would fund building upgrades here, including HVAC, fire alarm, lighting, paving, plumbing and electrical work, security cameras and access controls. A proposed ShadowGlen wing addition is not in the bond package, and the bond has not been decided. GreatSchools and TEA measure different things. GreatSchools weighs test results against schools with similar student populations, while TEA’s rating, below, is the state’s official accountability measure.
Academic Performance: Texas Education Agency Accountability Rating
In TEA’s 2025-26 accountability ratings, updated in September 2026, ShadowGlen Elementary earned an overall D with a score of 64. That is up 6 points from an F (58) in 2024-25 and is the campus’s first passing-range grade after F ratings in 2022-23 (59), 2023-24 (57) and 2024-25 (58). In 2021-22, when campuses scoring under 70 were labeled Not Rated, ShadowGlen scored 68. Manor ISD as a whole earned a D (66) in 2025-26, up from a D (60).
- Overall TEA Rating (2025-26): D (64)
- Student Achievement: F, 56 out of 100 (based on STAAR performance)
- School Progress: D, 62 out of 100 (Academic Growth D/62, Relative Performance F/54)
- Closing the Gaps: D, 67 out of 100
- Prior Overall Ratings: Not Rated (68) in 2021-22, F (59) in 2022-23, F (57) in 2023-24, F (58) in 2024-25
- Manor ISD (2025-26): D (66) district-wide, up from D (60) in 2024-25
Under TEA’s scale, an A reflects exemplary performance, B is recognized, C is acceptable, D needs improvement, and F is unacceptable. The 2025-26 gain came mostly from School Progress, which rose from an F (57) to a D (62) on stronger Academic Growth (62). Closing the Gaps, which measures results for student groups, rose from a D (61) to a D (67). Student Achievement, the share of students meeting STAAR standards, improved from 53 to 56 but is still an F, and Relative Performance, which compares results with schools serving similar shares of economically disadvantaged students, was an F (54).
ShadowGlen is in the federal comprehensive support and improvement (CSI) program, which covers the state’s lowest-performing campuses. TEA identified it for targeted support (TSI) in 2024 and for CSI in 2025, and lists it as CSI Progress in 2026, meaning it remains in the program while improving. The campus website posts a Campus Turnaround Plan, and ShadowGlen has not earned TEA distinction designations from 2022 through 2026.

The 2022-23 and 2023-24 ratings were delayed by litigation and released in 2025, and in 2022 campuses scoring below 70 were labeled Not Rated under SB 1365. TEA issues updated ratings annually, so verify the current rating directly with Manor ISD or TEA before making a decision based on it.

ShadowGlen Elementary Attendance Zone Map
ShadowGlen Elementary serves the ShadowGlen subdivision, and MLS school tags on recent sales also place Stonewater (including Stonewater North), Presidential Heights, Monarch Ranch and parts of Carillon, Greenbury and Mustang Valley in the zone. Bell Farms is split among ShadowGlen, Blake Manor and Lagos depending on the address. Manor ISD’s current elementary boundaries were approved March 25, 2024, and took effect in 2024-25. That rezoning moved undeveloped land in the ShadowGlen zone to Lagos without affecting current students, so newly built homes on that land are zoned to Lagos even if they sit next to ShadowGlen-zoned streets.
As of October 2026, no rezoning has been adopted for 2025-26, 2026-27 or 2027-28. The demographer projects ShadowGlen at 79% of capacity in 2026-27, rising to 94% by 2035-36, while nearby Lagos is projected over capacity, so a future boundary change in this part of Manor is possible. Manor ISD publishes its zones only as PDF maps on its attendance zones page and has no online address lookup, so confirm any address with the district at (512) 278-4000 before buying.
Homes Zoned to ShadowGlen Elementary: Market Stats
Because Manor ISD has no digital zone map, the figures below cover single-family homes sold through Unlock MLS whose listings tag ShadowGlen as the elementary school. Horton, Meritage and Perry built the most. Nearly all of these homes (98.5%) have an HOA, and the median property tax rate was about 2.76%.
