Presidential Meadows Elementary, known as PME and home of the Eagles, takes its street names from the presidential theme of the surrounding subdivision. Pre-K moved onto the campus in 2024-25, when Manor ISD relocated Pre-K to its zoned elementary schools, and in 2026-27 PME also serves Pre-K 4 students zoned to ShadowGlen Elementary. In 2025-26 PME enrolled 593 students, according to TEA, and 71.0% were economically disadvantaged. In 2024-25, 46.0% of students were emergent bilingual, 11.6% received special education services and 11.4% were identified as gifted and talented, and the student body was 56.4% Hispanic, 28.3% African American, 8.1% White and 5.3% Asian. TEA counted 15.4 students per teacher in 2024-25, compared with 15.7 across Manor ISD and 15.0 statewide. Leadership has turned over recently: Dr. Tamica Allen was named principal in July 2024, and Valiza Castro, named in July 2025, is in her second year. Manor ISD’s $400 million Bond 2026, on the November 3, 2026 ballot, would pay for roofing, HVAC, fire alarm, paving, lighting, security camera and access-control work at PME if voters approve it. GreatSchools and TEA measure different things. GreatSchools weighs test results against schools with similar student populations, while TEA’s rating, below, is the state’s official accountability measure.
Academic Performance: Texas Education Agency Accountability Rating
In TEA’s 2025-26 accountability ratings, Presidential Meadows Elementary earned an overall F with a score of 58, down 10 points from a D (68) in 2024-25. The campus was a C (79) in 2021-22, a D (69) in 2022-23 and an F (59) in 2023-24. Manor ISD as a whole earned a D (66) in 2025-26, up from a D (60).
- Overall TEA Rating (2025-26): F (58)
- Student Achievement: F, 54 out of 100 (based on STAAR performance)
- School Progress: F, 57 out of 100 (Academic Growth F/57, Relative Performance F/53)
- Closing the Gaps: D, 60 out of 100
- Prior Overall Ratings: C (79) in 2021-22, D (69) in 2022-23, F (59) in 2023-24, D (68) in 2024-25
- Manor ISD (2025-26): D (66) district-wide, up from D (60) in 2024-25
Under TEA’s scale, an A reflects exemplary performance, B is recognized, C is acceptable, D needs improvement, and F is unacceptable. Student Achievement, the share of students meeting STAAR standards, slipped from 58 to an F (54) in 2025-26. School Progress fell from a D (66) to an F (57), with Academic Growth at 57 and Relative Performance, which compares results with schools serving similar shares of economically disadvantaged students, at 53. Closing the Gaps, which measures results for student groups, dropped from a C (72) to a D (60). In 2021-22 the campus earned a C (79) on the strength of School Progress (B, 83), even though Student Achievement and Relative Performance scored below 70 and were labeled Not Rated that year.
In 2025-26 TEA identified PME for additional targeted support (ATS), a federal label based on the results of specific student groups. The campus was not identified from 2022-23 through 2024-25, and it received targeted support in 2021-22. PME has not earned a TEA distinction in the past five years. With nearly half of students learning English, ask the campus how its improvement plan supports emergent bilingual students.

The 2022-23 and 2023-24 ratings were delayed by litigation and released in 2025, and in 2022 campuses scoring below 70 were labeled Not Rated under SB 1365. TEA issues updated ratings annually, so verify the current rating directly with Manor ISD or TEA before making a decision based on it.

Presidential Meadows Elementary Attendance Zone Map
PME’s zone covers the Presidential Meadows, Presidential Glen and Presidential Heights subdivisions off US 290 in Manor, along with Carillon. In the March 25, 2024 rezoning, which took effect in 2024-25, Manor ISD moved Jones Rd, Hogeye Rd, Hibbs Ln, Bitting School Rd, and Ingrid, Lucinda, Morin, Ann Showers, Silvia, Tristan and Unice Drives from PME to Blake Manor Elementary. As of October 2026, no further rezoning has been adopted for 2025-26, 2026-27 or 2027-28.
Part of Carillon is in Elgin ISD, not Manor ISD, so buyers there should confirm the school district for the specific address first. Manor ISD publishes its attendance zones only as PDF maps and has no online address lookup, so confirm any address with the district office at (512) 278-4000 before buying. PME’s capacity is 775 students, and it was at 79% (615 students) on March 4, 2026. The district’s demographer projects 82% in 2026-27, rising to 99% by 2035-36 as nearby subdivisions build out, and nearby Lagos Elementary is projected to run over capacity, so a future boundary change is possible.
