Oak Meadows calls itself the Oak Meadows Elementary Fine Arts Academy, and the Owls are its mascot. Starting in 2024-25, the March 2024 rezoning moved Loma Vista Manufactured Home Community, Oak Forest RV Resort and Bluestem Apartments at Loyola from the Decker Elementary zone to Oak Meadows, and Pre-K moved onto the campus the same year. TEA enrollment rose from 361 students in 2023-24 to 475 in 2024-25, then counted 449 in 2025-26. Robert Alfaro, formerly an assistant principal at Elma Neal Elementary in San Antonio ISD, was named principal in June 2026. Some campus web pages have not caught up: the principal’s page still shows the former principal, and the School Profile still lists grades K-6. In 2025-26, 89.5% of students were economically disadvantaged. In 2024-25, 67.6% were emergent bilingual students, 9.7% received special education services and 7.4% were identified as gifted and talented, and the student body was 85.5% Hispanic, 7.8% African American and 2.7% White. GreatSchools and TEA measure different things. GreatSchools weighs test results against schools with similar student populations, while TEA’s rating, below, is the state’s official accountability measure.
Academic Performance: Texas Education Agency Accountability Rating
In TEA’s 2025-26 accountability ratings, Oak Meadows Elementary earned an overall C with a score of 75. That is up 4 points from a C (71) in 2024-25, and up from a D (67) in 2023-24 and a D (69) in 2022-23. In 2021-22 the campus scored 62, which TEA labeled Not Rated under SB 1365 rather than assigning a D or F.
- Overall TEA Rating (2025-26): C (75)
- Student Achievement: F, 56 out of 100 (based on STAAR performance)
- School Progress: C, 75 out of 100 (Academic Growth C/75, Relative Performance F/58)
- Closing the Gaps: C, 74 out of 100
- Prior Overall Ratings: Not Rated (62) in 2021-22, D (69) in 2022-23, D (67) in 2023-24, C (71) in 2024-25
- Manor ISD (2025-26): D (66) district-wide, up from D (60) in 2024-25
Under TEA’s scale, an A reflects exemplary performance, B is recognized, C is acceptable, D needs improvement, and F is unacceptable. Oak Meadows’ overall grade comes from School Progress, which rose from a C (71) to a C (75) as students’ year-over-year Academic Growth improved. Student Achievement, the share of students meeting STAAR standards, is still an F (56), up from 52 the year before, and Relative Performance, which compares results with schools serving similar shares of economically disadvantaged students, is an F (58). Closing the Gaps, which measures results for student groups, rose from 72 to a C (74).
TEA identified Oak Meadows for targeted support and improvement in 2025-26, a federal designation based on the results of specific student groups. In 2024-25 it was identified for additional targeted support, a more serious level of the same designation. The campus has not earned distinction designations from 2021-22 through 2025-26. Manor ISD as a whole was rated D (66) in 2025-26, up from D (60) the year before.

The 2022-23 and 2023-24 ratings were delayed by litigation and released in 2025, and in 2022 campuses scoring below 70 were labeled Not Rated under SB 1365. TEA issues updated ratings annually, so verify the current rating directly with Manor ISD or TEA before making a decision based on it.
