The current Decker Elementary opened in August 1999 on the site of the former Decker School, which served a community settled by Swedish immigrants beginning in 1867 and was consolidated into Manor ISD in 1943, according to the campus history page. Manor ISD says the building has not had a major renovation since 2015. Enrollment fell from 534 in 2023-24 to 328 in 2025-26 after the 2024 rezoning, according to TEA. In 2024-25, 91.8% of students were economically disadvantaged, 64.8% were emergent bilingual, 7.1% received special education services and 6.6% were identified as gifted and talented, and the student body was 75.7% Hispanic, 17.5% African American and 2.2% White. TEA counted about 11.3 students per teacher in 2024-25, compared with 15.7 across Manor ISD. GreatSchools and TEA measure different things. GreatSchools weighs test results against schools with similar student populations, while TEA’s rating, below, is the state’s official accountability measure.
Academic Performance: Texas Education Agency Accountability Rating
In TEA’s 2025-26 accountability ratings, Decker Elementary earned an overall F with a score of 59, the same score as in 2024-25. It was an F (57) in 2022-23 and an F (53) in 2023-24, and its 2021-22 score of 60 was labeled Not Rated under state law that year. Manor ISD as a whole earned a D (66) in 2025-26, up from a D (60).
- Overall TEA Rating (2025-26): F (59)
- Student Achievement: F, 50 out of 100 (based on STAAR performance)
- School Progress: F, 58 out of 100 (Academic Growth F/58, Relative Performance F/52)
- Closing the Gaps: D, 64 out of 100
- Prior Overall Ratings: Not Rated (60) in 2021-22, F (57) in 2022-23, F (53) in 2023-24, F (59) in 2024-25
- Manor ISD (2025-26): D (66) district-wide, up from D (60) in 2024-25
Under TEA’s scale, an A reflects exemplary performance, B is recognized, C is acceptable, D needs improvement, and F is unacceptable. Student Achievement, the share of students meeting STAAR standards, rose slightly from 48 to 50 in 2025-26 but remained an F, and it has improved each year from 45 in 2023-24. School Progress was an F (58), with Academic Growth at 58 and Relative Performance, which compares results with schools serving similar shares of economically disadvantaged students, at 52. Closing the Gaps, which measures results for student groups, fell from a C (70) to a D (64). Under TEA rules, the overall score was capped at 59 in both 2024-25 and 2025-26 because Student Achievement and two other domain scores were below 60.
Decker has not earned a distinction designation in the past five years. It was identified for comprehensive support and improvement (CSI), the federal label for schools that need the most intensive support, from 2022 through 2025. In 2025-26 it moved to additional targeted support (ATS), a label based on the results of specific student groups. Decker is also one of the Manor ISD campuses operating under a state-required Campus Turnaround Plan created after the 2024 ratings.

The 2022-23 and 2023-24 ratings were delayed by litigation and released in 2025, and in 2022 campuses scoring below 70 were labeled Not Rated under SB 1365. TEA issues updated ratings annually, so verify the current rating directly with Manor ISD or TEA before making a decision based on it.
