Bluebonnet Trail Elementary was built in 1994 and has not had a major renovation since 2008, according to Manor ISD. District facility assessments cite roof leaks, foundation deterioration, aging HVAC and plumbing, and accessibility gaps. In August 2026 the superintendent said an independent structural assessment found the building safe to operate but deteriorating. In 2025-26 the school enrolled 582 students, according to TEA. In 2024-25, 72.4% of students were economically disadvantaged, 41.3% were emergent bilingual, 12.6% received special education services and 8.5% were identified as gifted and talented. It is one of the district’s most diverse elementary campuses, at 46.5% Hispanic, 28.5% African American, 11.7% Asian and 9.4% White. TEA counted about 18.5 students per teacher in 2024-25. Dr. Charles Rodriguez, named principal in June 2025, is in his second year. GreatSchools and TEA measure different things. GreatSchools weighs test results against schools with similar student populations, while TEA’s rating, below, is the state’s official accountability measure.
Academic Performance: Texas Education Agency Accountability Rating
In TEA’s 2025-26 accountability ratings, Bluebonnet Trail Elementary earned an overall F with a score of 53. That is down 4 points from an F (57) in 2024-25. The campus was an A (92) in 2021-22, then a C (72) in 2022-23 and a D (69) in 2023-24. Manor ISD as a whole earned a D (66) in 2025-26, up from a D (60).
- Overall TEA Rating (2025-26): F (53)
- Student Achievement: F, 53 out of 100 (based on STAAR performance)
- School Progress: F, 54 out of 100 (Academic Growth F/54, Relative Performance F/52)
- Closing the Gaps: F, 51 out of 100
- Prior Overall Ratings: A (92) in 2021-22, C (72) in 2022-23, D (69) in 2023-24, F (57) in 2024-25
- Manor ISD (2025-26): D (66) district-wide, up from D (60) in 2024-25
Under TEA’s scale, an A reflects exemplary performance, B is recognized, C is acceptable, D needs improvement, and F is unacceptable. In 2025-26 all three domains were rated F. Student Achievement, the share of students meeting STAAR standards, fell from 57 to 53. School Progress fell from 57 to 54, with Academic Growth at 54 and Relative Performance, which compares results with schools serving similar shares of economically disadvantaged students, at 52. Closing the Gaps, which measures results for student groups, fell from 56 to 51.
The decline is recent. In 2021-22 Bluebonnet Trail earned an A with five TEA distinctions, in ELA/Reading, Mathematics, Science, Postsecondary Readiness and Comparative Closing the Gaps, the most of any Manor ISD campus that year. It has earned none since. TEA has identified the school for comprehensive support and improvement (CSI), the federal label for schools that need the most intensive support, in 2025 and again in 2025-26.

The 2022-23 and 2023-24 ratings were delayed by litigation and released in 2025, and in 2022 campuses scoring below 70 were labeled Not Rated under SB 1365. TEA issues updated ratings annually, so verify the current rating directly with Manor ISD or TEA before making a decision based on it.
