The campus was built with a rainwater harvesting system of two 53,000-gallon tanks that irrigate the grounds, which earned Hays CISD a 2011 Texas Water Development Board Rain Catcher Award. In 2025-26, Pfluger enrolled 826 students, with 50.4% economically disadvantaged, 13.9% English learners, 24.9% receiving special education services and 5.5% identified as gifted and talented, according to TEA. Its zone is one of the larger elementary zones in Hays CISD, with about 1,014 resident elementary students projected for 2026-27 and about 1,120 by 2030-31. GreatSchools and TEA measure different things. GreatSchools weighs test results against schools with similar student populations, while TEA’s rating, below, is the state’s official accountability measure.
Academic Performance: Texas Education Agency Accountability Rating
In TEA’s 2025-26 accountability ratings, released in August 2026, Pfluger Elementary earned an overall C with a score of 76. That is down 5 points from a B (81) in 2024-25. Pfluger was an A (91) in 2021-22 and then a B for three straight rated years, scoring 84 in 2022-23, 80 in 2023-24 and 81 in 2024-25.
- Overall TEA Rating (2025-26): C (76)
- Student Achievement: C, 77 out of 100 (based on STAAR performance)
- School Progress: C, 75 out of 100 (Academic Growth C/74, Relative Performance C/75)
- Closing the Gaps: C, 75 out of 100
- Prior Overall Ratings: A (91) in 2021-22, B (84) in 2022-23, B (80) in 2023-24, B (81) in 2024-25
- Hays CISD (2025-26): B (81) district-wide
Under TEA’s scale, an A reflects exemplary performance, B is recognized, C is acceptable, D needs improvement, and F is unacceptable. Pfluger’s 2025-26 domain scores were all C’s and closely bunched. Student Achievement, the share of students meeting STAAR standards, was a C (77), nearly unchanged from 78. School Progress fell from a B (81) to a C (75) as Academic Growth, which measures how much students improved on STAAR from one year to the next, dropped from 81 to 74; Relative Performance, which compares results with schools serving similar shares of economically disadvantaged students, held at 75. Closing the Gaps, which measures results for student groups, fell from a B (82) to a C (75). Pfluger earned a distinction in Comparative Closing the Gaps in 2021-22 and none since, and it is not identified for state improvement support.

Pfluger Elementary Attendance Zone Map
Pfluger’s zone covers a large area east of I-35 between Buda and Kyle. Its home sales are concentrated in Crosswinds, Shadow Creek, Porter Country and Amberwood, with smaller numbers in Indian Paintbrush and Woodbrook. The zone did not change for 2026-27, and Pfluger was not part of the January 2026 rezoning. Hays CISD projects the zone to grow by roughly 100 resident elementary students by 2030-31.
Hays CISD is planning for that growth. An 18th elementary school is planned to open about August 2028, and a fourth high school and seventh middle school are now planned for 2030, so future boundary changes are likely. Because Pfluger splits between two middle and high school pairs, confirm any address with Hays CISD’s interactive attendance zone map before buying.
