Jim Cullen Elementary opened in August 2024 as Hays CISD’s 16th elementary school. Voters approved it in the 2022 bond, and the 117,611-square-foot building cost about $48.2 million, has room for 900 students and was planned as relief for crowded Negley Elementary. It is named for Jim Cullen, who taught Texas history for 14 years at Dahlstrom, Barton and Wallace middle schools, was named Region 13 Secondary Teacher of the Year, and after retiring in 2005 covered the district as a journalist and its first official photographer. Enrollment grew from just over 400 students on opening day to 498 in 2025-26, when TEA data show 16.9% were economically disadvantaged, 12.1% were emergent bilingual and 19.7% received special education services. Elizabeth Lara has been principal since the school opened. GreatSchools and TEA measure different things. GreatSchools weighs test results against schools with similar student populations, while TEA’s rating, below, is the state’s official accountability measure.
Academic Performance: Texas Education Agency Accountability Rating
In TEA’s 2025-26 accountability ratings, released in August 2026, Jim Cullen Elementary earned an overall A with a score of 92. That matches its A (92) in 2024-25, the school’s first year and first rating. Because the campus opened in 2024, it has no TEA ratings before 2024-25.
- Overall TEA Rating (2025-26): A (92)
- Student Achievement: A, 92 out of 100 (based on STAAR performance)
- School Progress: A, 91 out of 100 (Academic Growth A/91, Relative Performance C/79)
- Closing the Gaps: A, 92 out of 100
- Prior Overall Ratings: A (92) in 2024-25
- Hays CISD (2025-26): B (81) district-wide
Under TEA’s scale, an A reflects exemplary performance, B is recognized, C is acceptable, D needs improvement, and F is unacceptable. Cullen earned an A in all three domains in 2025-26. Student Achievement, the share of students meeting STAAR standards, was an A (92), School Progress was an A (91) on the strength of Academic Growth at 91, and Closing the Gaps, which measures results for student groups, was an A (92). The one lower score was Relative Performance, which compares results with schools serving similar shares of economically disadvantaged students, at a C (79), down from 80. The campus has not earned distinction designations and is not identified for state improvement support.
