Hemphill Elementary opened in 2000 as one of three sister schools, along with Elm Grove and Fuentes. It is named for the old Hemphill community northeast of San Marcos, which grew up around 1900 on the William Hemphill land patent and whose school was consolidated with Kyle’s in 1945. In 2025-26, Hemphill enrolled 646 students, down from 906 in 2016 as newer campuses such as Ramage Elementary took parts of the zone. That year 68.6% of students were economically disadvantaged, 17.6% were emergent bilingual and 26.8% received special education services, according to TEA. Hemphill is one of four elementary schools being expanded to a 900-student capacity with 2025 bond funds; the project adds a single-story 5th grade wing and renovates the cafeteria and library, and it was scheduled to finish in summer 2026. GreatSchools and TEA measure different things. GreatSchools weighs test results against schools with similar student populations, while TEA’s rating, below, is the state’s official accountability measure.
Academic Performance: Texas Education Agency Accountability Rating
In TEA’s 2025-26 accountability ratings, released in August 2026, Hemphill Elementary earned an overall D with a score of 68. That is down 11 points from a C (79) in 2024-25 and the first D in the five rated years shown. Hemphill was a B (87) in 2021-22, then a C in each of the next three years, scoring 70 in 2022-23, 71 in 2023-24 and 79 in 2024-25.
- Overall TEA Rating (2025-26): D (68)
- Student Achievement: D, 69 out of 100 (based on STAAR performance)
- School Progress: D, 69 out of 100 (Academic Growth D/65, Relative Performance D/69)
- Closing the Gaps: D, 66 out of 100
- Prior Overall Ratings: B (87) in 2021-22, C (70) in 2022-23, C (71) in 2023-24, C (79) in 2024-25
- Hays CISD (2025-26): B (81) district-wide
Under TEA’s scale, an A reflects exemplary performance, B is recognized, C is acceptable, D needs improvement, and F is unacceptable. Hemphill’s 2025-26 score reflects lower results in two areas. Academic Growth, which measures how much students improved on STAAR from one year to the next, fell from a B (80) to a D (65), which pulled School Progress down to a D (69). Closing the Gaps, which measures results for student groups, dropped from a C (75) to a D (66). Student Achievement, the share of students meeting STAAR standards, rose slightly from 65 to 69 but remained a D, and Relative Performance, which compares results with schools serving similar shares of economically disadvantaged students, improved from an F (59) to a D (69).
TEA’s 2025-26 summary does not identify Hemphill for comprehensive or targeted improvement support. Hays CISD has described the 2025-26 result as unacceptable under state accountability rules and said another such rating would require a state turnaround plan, so families should check the 2026-27 rating when TEA releases it and ask the campus about its improvement plan. Hemphill earned a distinction for Comparative Academic Growth in 2021-22 and none in the years since.

TEA issues updated ratings annually, so verify the current rating directly with Hays CISD or TEA before making a decision based on it.

Hemphill Elementary Attendance Zone Map
Hemphill’s zone surrounds the campus on E. FM 150 in Kyle, and most of its home sales are in newer subdivisions: Sunset Oaks, Waterstone and Waterstone Crossing, Hymeadow, Whisper and Watermill, along with High Meadows. The zone did not change for 2026-27, and Hemphill was not part of the January 2026 rezoning. The most recent change came when Ramage Elementary opened in August 2025 and took planning units 69, 70, 71 and 72 from Hemphill, so homes in those areas that were once zoned to Hemphill now go to Ramage.
Hays CISD is still growing quickly. An 18th elementary school is planned to open about August 2028, and a fourth high school and seventh middle school are now planned for 2030, so future boundary changes are likely. Because Hemphill splits between two middle and high school pairs, confirm any address with Hays CISD’s interactive attendance zone map before buying.
