Tom Green Elementary opened in 1985 as the first Hays CISD school east of I-35. It is named for Tom Green, a local landowner and longtime agriculture teacher at Buda and later Hays High School, and the Green family donated the land, his boyhood home, for the campus. In 2025-26, Tom Green enrolled 618 students, with 70.7% economically disadvantaged, 45.8% emergent bilingual and 22.3% receiving special education services, according to TEA. The campus is one of four Hays CISD elementary schools being expanded to a 900-student capacity with 2025 bond funds, a project of about $34.2 million that adds a classroom wing and enlarges the cafeteria and administration areas, with completion targeted for December 2026 to early 2027. GreatSchools and TEA measure different things. GreatSchools weighs test results against schools with similar student populations, while TEA’s rating, below, is the state’s official accountability measure.
Academic Performance: Texas Education Agency Accountability Rating
In TEA’s 2025-26 accountability ratings, released in August 2026, Tom Green Elementary earned an overall C with a score of 79. That is up 8 points from a C (71) in 2024-25 and the campus’s highest score in the five rated years shown. Before that, Tom Green scored 78 (C) in 2021-22, 71 (C) in 2022-23 and 66 (D) in 2023-24.
- Overall TEA Rating (2025-26): C (79)
- Student Achievement: C, 70 out of 100 (based on STAAR performance)
- School Progress: C, 78 out of 100 (Academic Growth C/78, Relative Performance C/70)
- Closing the Gaps: B, 81 out of 100
- Prior Overall Ratings: C (78) in 2021-22, C (71) in 2022-23, D (66) in 2023-24, C (71) in 2024-25
- Hays CISD (2025-26): B (81) district-wide
Under TEA’s scale, an A reflects exemplary performance, B is recognized, C is acceptable, D needs improvement, and F is unacceptable. Tom Green improved in every domain in 2025-26. Student Achievement, the share of students meeting STAAR standards, rose from a D (67) to a C (70). School Progress, which drives the overall score, rose from 70 to a C (78) as Academic Growth climbed from 70 to 78 and Relative Performance, which compares results with schools serving similar shares of economically disadvantaged students, went from a D (60) to a C (70). Closing the Gaps, which measures results for student groups, moved from a C (72) to a B (81). TEA identified Tom Green for additional targeted support in 2024-25, but the campus is not identified for state improvement support in 2025-26. It has not earned distinction designations in any of these years.

Programs at Tom Green Elementary
These are the programs Hays CISD and the Tom Green campus list for this school. The campus website could not be read for this update and publishes little about clubs or enrichment, so ask the school directly about after-school care, clubs and PTA activities.
- Bilingual (one-way dual language): Tom Green is one of Hays CISD’s bilingual elementary campuses, where the district runs a one-way dual language program that started in Pre-K through 2nd grade and grows toward a full Pre-K to 5th grade program. - Pre-K: Hays CISD offers free full-day Pre-K for 4-year-olds (age 4 by Sept. 1) who live in a Hays CISD elementary zone and meet state eligibility guidelines; ask the campus whether its Pre-K classes are on site this year.
- Gifted and Talented: Identified students are served through Hays CISD’s Gifted and Talented Services, which at the elementary level uses cluster classrooms with differentiation. TEA counted 5.3% of students as gifted and talented in 2025-26.
Tom Green is the bilingual program site for students zoned to Pfluger Elementary, so some students in the dual language program live outside the Tom Green zone.
