Carpenter Hill Elementary opened in August 2010 and is named for the Carpenter family. W.H.H. Carpenter settled the area in 1855, and the land became known as Carpenter Hill; his son Cyrus was a Methodist minister who published The Buda Star, and Cyrus’s son Fred was a lifelong cowboy. The school’s first PTA was organized by parents from Buda and Elm Grove elementary schools. In 2025-26, Carpenter Hill enrolled 520 students; only 18.3% were economically disadvantaged, among the lowest shares in Hays CISD, while 5.0% were emergent bilingual and 27.1% received special education services. District projections put Carpenter Hill at 478 students in 2026-27, about 60% of its 800-seat capacity, rising past 100% around 2032-33 as Persimmon builds out. GreatSchools and TEA measure different things. GreatSchools weighs test results against schools with similar student populations, while TEA’s rating, below, is the state’s official accountability measure.
Academic Performance: Texas Education Agency Accountability Rating
In TEA’s 2025-26 accountability ratings, released in August 2026, Carpenter Hill Elementary earned an overall B with a score of 88. That is down 2 points from an A (90) in 2024-25. Carpenter Hill has alternated between high B and A ratings: A (94) in 2021-22, A (92) in 2022-23 and B (88) in 2023-24.
- Overall TEA Rating (2025-26): B (88)
- Student Achievement: A, 91 out of 100 (based on STAAR performance)
- School Progress: B, 87 out of 100 (Academic Growth B/87, Relative Performance C/77)
- Closing the Gaps: B, 81 out of 100
- Prior Overall Ratings: A (94) in 2021-22, A (92) in 2022-23, B (88) in 2023-24, A (90) in 2024-25
- Hays CISD (2025-26): B (81) district-wide
Under TEA’s scale, an A reflects exemplary performance, B is recognized, C is acceptable, D needs improvement, and F is unacceptable. Carpenter Hill’s strength is Student Achievement, the share of students meeting STAAR standards, which has been an A (91 or 92) in all five rated years and was 91 in 2025-26. School Progress was a B (87), with Academic Growth at 87 and Relative Performance, which compares results with schools serving similar shares of economically disadvantaged students, at a C (77). Closing the Gaps, which measures results for student groups, fell from 86 to a B (81), and that decline kept the overall score just under an A. The campus earned distinctions in Postsecondary Readiness and Comparative Closing the Gaps in 2021-22 and none since, and it is not identified for state improvement support.
