Popham first opened across from Bergstrom Air Force Base and served children living on the base, after Austin’s 1952 annexation of part of the district led Del Valle ISD to relocate its schools. In 2025-26, Popham enrolled 737 students, with 85.6% economically disadvantaged, 39.6% emergent bilingual and 20.6% receiving special education services, according to TEA, and its student-teacher ratio was 16.6 to 1 in 2024-25. District goal-monitoring reports to the Board in spring 2026 listed Popham among the campuses meeting or exceeding the annual early literacy and math growth targets. Claudia Maluy is the principal for 2026-27, and the campus is scheduled to host a coffee chat on October 6, 2026 about Proposition A, the voter-approval tax rate election on Del Valle ISD’s November 3, 2026 ballot. GreatSchools and TEA measure different things. GreatSchools weighs test results against schools with similar student populations, while TEA’s rating, below, is the state’s official accountability measure.
Academic Performance: Texas Education Agency Accountability Rating
In TEA’s 2025-26 accountability ratings, released in August 2026, Popham Elementary earned an overall F with a score of 59. That is down 13 points from a C (72) in 2024-25. The campus was a C (78) in 2021-22, then fell to a D (66) in 2022-23 and an F (59) in 2023-24 before its one-year recovery to a C. Del Valle ISD as a whole earned a D (66) in 2025-26.
- Overall TEA Rating (2025-26): F (59)
- Student Achievement: F, 57 out of 100 (based on STAAR performance)
- School Progress: F, 59 out of 100 (Academic Growth F/56, Relative Performance F/59)
- Closing the Gaps: D, 60 out of 100
- Prior Overall Ratings: C (78) in 2021-22, D (66) in 2022-23, F (59) in 2023-24, C (72) in 2024-25
- Del Valle ISD (2025-26): D (66) district-wide
Under TEA’s scale, an A reflects exemplary performance, B is recognized, C is acceptable, D needs improvement, and F is unacceptable. Popham’s overall rating is driven by School Progress, which fell from a C (71) to an F (59). Academic Growth dropped from 71 to 56, and Relative Performance, which compares results with schools serving similar shares of economically disadvantaged students, stayed at an F (59). Student Achievement, the share of students meeting STAAR standards, was an F (57), nearly unchanged from 56. Closing the Gaps, which measures results for student groups, fell from a C (73) to a D (60). The campus has earned no distinction designations in the past five rated years. TEA identified Popham for targeted support and improvement in 2024-25, but the 2025-26 report does not identify it for comprehensive, targeted or additional targeted support.

Programs at Popham Elementary
These are the programs Del Valle ISD and the Popham campus list for this school. - Choir: The Popham Elementary Choir led the Pledge of Allegiance at the April 7 and September 15, 2026 Board meetings.

Popham Elementary Attendance Zone Map
Popham’s current zone covers the Elroy Road area of Del Valle, and 236 of the 238 single-family sales tied to the school since September 2022 were in the 78617 zip code. The zone includes Stoney Ridge, Stoney Ridge North, Sundance Crossing, Timber Hills, East Travis Hills and the area along Elroy Road. In MLS, the largest groups of Popham-assigned sales are in Sun Chase and the Stoney Ridge sections, followed by Los Cielos, Moores Crossing and Sundance Crossing.
Del Valle ISD took community feedback on two rezoning proposals through April 30, 2026, and as of October 2, 2026 no board adoption had been found. Under elementary Option A, Popham’s zone would not change. Under Option B, it would take over the southern, rural part of the current Newton Collins Elementary zone around Elroy, along Elroy Rd, FM 812, Fagerquist Rd, Jacobson Rd and Linden Rd, including Creekwood Ranch, Jacobson Estates, Lake City Estates, Shannon Acres, Swiss Alpine Village and part of Little Bit Country. Under both options, all of Popham’s zone would stay with Del Valle Middle School and Del Valle High School, and changes would take effect in Fall 2027 if adopted. Students who will be in 5th grade in 2027-28 may finish at their current school under the district’s grandfathering policy, though transportation is generally not provided. Confirm any address with the Del Valle ISD school finder before buying.

Data sourced from Unlock MLS. Statistics deemed reliable but not guaranteed. Single-family homes in Del Valle ISD whose listings are assigned to Popham Elementary School.
The median sale price in the Popham zone fell from $330,390 in 2022-23 to $256,250 over the trailing twelve months, a decline of about 22.4%. Median price per square foot fell from $196.90 to $162.69, about 17.4% lower, and the median home sold shrank from 1,662 to 1,618 square feet. The median peaked at $344,000 in 2024-25.
Much of the drop reflects a change in what sold. In 2022-23 the median home sold was built in 2020, while over the past twelve months the median year built was about 2008, so recent sales lean toward older resale homes rather than new construction. Sales volume peaked at 74 homes in 2023-24 and fell to 42 over the past twelve months.
Median days on market rose from 31 days in 2022-23 to 64 days in 2024-25, then eased to 42.5 days over the past year. Sellers received a median of 98.7% of their final list price, up from 97.5%.

Popham earned an F with a score of 59 in TEA’s 2025-26 accountability ratings, released in August 2026. It was a C (72) in 2024-25 and an F (59) in 2023-24.
Academic Growth fell from 71 to 56, pulling School Progress down to an F (59). Closing the Gaps fell from 73 to 60, and Student Achievement stayed an F at 57.
TEA identified Popham for targeted support and improvement in 2024-25. The 2025-26 report does not identify the campus for comprehensive, targeted or additional targeted support.
Option A would leave the zone as it is. Option B would add the rural Elroy area from Newton Collins Elementary, including Creekwood Ranch, Jacobson Estates, Lake City Estates, Shannon Acres and Swiss Alpine Village. As of October 2, 2026, neither option had been adopted.
Check the address in Del Valle ISD’s online school finder and confirm with the district. If you are looking in the Elroy area, which is zoned to Newton Collins today, ask whether the final 2027-28 map moves it to Popham.
Programs, Feeder Schools and Home Prices
About 99% of the zone’s home sales are tagged to Del Valle Middle School, which feeds Del Valle High School. Both rezoning proposals keep the whole zone with those two schools.
The staff directory lists dual language teachers in kindergarten, 1st, 3rd and 4th grade, and the campus serves Pre-K. The free ACE after-school program runs until 6 p.m., the campus choir has led the Pledge of Allegiance at Board meetings, and the calendar lists adult ESL classes twice a week.
Sun Chase accounts for about 40% of the 238 single-family sales since September 2022, and the Stoney Ridge sections for about 30%. Los Cielos, Moores Crossing and Sundance Crossing follow.
Over the trailing twelve months, 42 single-family homes sold in the zone at a median of $256,250 and $162.69 per square foot. That is about 22.4% below the 2022-23 median of $330,390, partly because recent sales lean toward older homes.
As of October 2, 2026, there were 16 active single-family listings in the zone with a median list price of $315,500, plus 2 under contract. That is about 4.6 months of inventory, a balanced market.
