Newton Collins opened in 2018 near Pilot Knob, on land that once belonged to the Collins family. It is named for Newton Isaac Collins, a formerly enslaved man who became the family patriarch, and in February 2026 the school marked his 200th birthday with members of the Collins family. Children At Risk named Newton Collins a Gold Ribbon school in February 2025, one of seven top-performing traditional neighborhood schools in Central Texas. In 2025-26, the school enrolled 697 students, with about 65% economically disadvantaged, 35% emergent bilingual, 18.5% receiving special education services and 4% identified as gifted and talented; 66% of students were Hispanic and 19.7% white, according to TEA data. That economically disadvantaged share is well below most Del Valle ISD elementary schools, which reflects the newer Easton Park housing. No principal or program change was found for 2026-27, and Lucinda Fischer remains principal. GreatSchools and TEA measure different things. GreatSchools weighs test results against schools with similar student populations, while TEA’s rating, below, is the state’s official accountability measure.
Academic Performance: Texas Education Agency Accountability Rating
In TEA’s 2025-26 accountability ratings, released in August 2026, Newton Collins Elementary earned an overall B with a score of 85. That is down 3 points from a B (88) in 2024-25. TEA lists the campus as Not Rated in 2021-22, 2022-23 and 2023-24, so 2024-25 and 2025-26 are the only two rated years in TEA’s recent history, and both were B ratings.
- Overall TEA Rating (2025-26): B (85)
- Student Achievement: C, 77 out of 100 (based on STAAR performance)
- School Progress: B, 85 out of 100 (Academic Growth B/85, Relative Performance B/82)
- Closing the Gaps: B, 86 out of 100
- Prior Overall Ratings: Not Rated in 2021-22, Not Rated in 2022-23, Not Rated in 2023-24, B (88) in 2024-25
- Del Valle ISD (2025-26): D (66) district-wide
Under TEA’s scale, an A reflects exemplary performance, B is recognized, C is acceptable, D needs improvement, and F is unacceptable. Newton Collins’ overall rating rests mainly on School Progress, which earned a B (85) in 2025-26, down from an A (91) the year before. Within that domain, Academic Growth slipped from 91 to 85, while Relative Performance, which compares results with schools serving similar shares of economically disadvantaged students, improved from a C (76) to a B (82). Student Achievement, the share of students meeting STAAR standards, rose from 73 to 77 but remained a C, and Closing the Gaps, which measures results for student groups, rose from 82 to 86 (B). The drop in Academic Growth is what lowered the overall score. For comparison, Del Valle ISD as a whole was rated D (66) in 2025-26. The campus earned no distinction designations in either rated year and is not identified for state improvement support.

Newton Collins Elementary Attendance Zone Map
Newton Collins’ current zone covers Easton Park and the neighborhoods around McKinney Falls Parkway and Pilot Knob, plus a rural area to the south around Elroy. Almost all home sales in the zone are in the 78744 zip code (871 of 889 since September 2022), with a few in 78747. Del Valle ISD released two proposals, Option A and Option B, for elementary and middle school zones that would take effect in Fall 2027. As of October 2, 2026, no board adoption had been found, and the district’s school finder still shows only 2026-27 zones. Under Option A, Newton Collins keeps its current boundary and feeder pattern. Under Option B, the southern Elroy area (Creekwood Ranch, Jacobson Estates, Lake City Estates, Shannon Acres, Swiss Alpine Village and part of Little Bit Country) would move to Popham Elementary, and the remaining Newton Collins zone, including all of Easton Park, would feed only Ojeda Middle School. Under both options, the entire current zone stays with Del Valle High School when North Del Valle High School opens in Fall 2028. Students who will be in 5th grade in 2027-28 may finish their final year at their current school. Confirm any address with the Del Valle ISD school finder before buying.
